Does anyone understand why all these leaks? Is this purposeful? I thought Trump disliked leaks!

leaks can be because there’s a leaker in the house (who DJT will eventually identify and probably Fire)
leaks can also occur because the admin is testing the political waters, reaction on a proposed course of action...
this leak could, i think, maybe be either...
