That is why we need to have the SCOTUS review "one man, one vote,” because it gives all the political power to the few high concentrations of “humanity,” and I use that term advisedly, the large cities. Here in California, before OMOV was mandated, our State Senate was modeled after the US Senate, and as a consequence, there was a degree of equity that gave the rural areas enough clout to keep the state relatively conservative. But once OMOV was mandated, it didn't take long for the Los Angeles Basin to take control of the entire state. And then they added the "little feature" that uses the raw Census numbers in determining the number of legislative districts, which results in the large cities, which also happen to have disproportionate numbers of illegal aliens in residence, getting more representation than they would otherwise have if only citizens were counted in the redistricting process.
