Ol' Harry didn't agree with that statement... Senate rules seemed pretty flexible when he was in charge.

Permanent, in this case, doesn’t mean never changing. It just means they automatically continue last year’s rules unless the senators actively change them. The House’s rules are wiped clean at the beginning of each Congress so have to actively vote on new rules even if they are the same as last year’s rules.
