“Only 13 of the people are still getting Social Security benefits, the report said.”

Are benefits in different categories? It is had to believe that disability and/ or survivor benefits are non existent within a group of 6.5 million Social Security numbers.
I question the number receiving benefits.

Not for me. All that is being said in the article is that people are dying but the SSA is not purging their files when they die. This is really more of a data integrity problem, except for the 13. Now, it means there may be a lot of people still there that are also dead, but at an age where a lot of people would still be alive (say, 78), and there is probably a lot more fraud going on there.

So the real takeaway from this article is that there is a LOT of opportunity to defraud the SSA.
