I disagree. That comment would be appropriate if he was killed in the commission of a crime, preferably by an armed citizen or law enforcement PRIOR to any other person being killed or hurt.
In this instance, the man in question was evidently minding his own business at a halfway house. He was a criminal in the past, he may or may not have been planning another crime. For all we know, he actually wanted to start over after receiving commutation.
Instead, a couple of thugs decided to settle a score or eliminate a potential threat by holding people at gunpoint, finding this guy, and executing him.
Nothing to celebrate until the two killers are found and executed in accordance with the law.

This criminal was being hunted by former associates and/or opponents.
Crime has many prices, only one of which is governmental punishment.
