In summary, the Justice Department made the initial misrepresentations, then it admitted that they were made knowinglybut somehow accidentlyyet refused to file any evidence to support the latter claim. It then asked this Court to sanction the entire Government. It should
have come to no ones surprise that this Court reached its decision using the only evidence it had,
and entered a sanctions order (although not as broad of one as the Justice Department had
requested).
