Sadly, that is exactly what I think he has done already.
They are not as powerful as they used to be. Trump’s allies in the intel community have the dirt on lots of people. Resistors will be destroyed.

Harry Reid’s nuclear option of requiring only a simple majority of 51 votes to pass legislation doesn’t include approving Supreme Court nominees. I don’t know if changing this to a simple majority requirement can be done or not. But, if not, then the Dem’s can indeed block any Republican nominee as long as they stick together.
You can pretty much count on McCain and Graham going against Trumps picks. Because of them, the Republicans DO NOT HAVE A MAJORITY.
Our only hope is that they each have to resign. Only then will we have a majority in the Senate.
