Obviously I'm not a lawyer, I was under the impression the Prez could get anyone out of custody no matter what stage they're in.
The Prez apparently has had the right to pardon millions of criminal illegal foreign invaders who haven't even been caught yet so I just assumed he has the power to free and pay a $#1+bag that kills cops who happens to be in custody.
