How is that possible without significant reductions to Social Security and Medicare.

If he is able to reduce spending by 10.5 trillion, he would be the most conservative president we have ever had. I am all for it.

Where did Obama get the $500,000,000.00 he gave to the Global Warming arm of the UN?

I doubt we know 10% of what we need to know to make intelligent decisions and a good deal of what we know is the result of propaganda.

Last time I checked, spending is almost $4T/yr, but SS & Medicare account for only $1.6T of it. Military accounts for another $600B. That leaves $1.5T for everything else. Pretty tough to cut half of that.
