Some political enemy of DJT apparently paid to have the report done, then someone gave it to the Rabid Chipmunk, aka Ho Che Min’s BFF, aka Juan McCain who in turn gave it to the CIA or some such improbable story.
The Rabid Chipmunk is, IMHO, likely responsible for the report in its entirety.
