Then he tricked Nixon into saying and doing certain things even though Nixon was wholly unaware of anything to do with Watergate until after it occurred. Poppy proactively pulled marionette strings to get Nixon to do and say stuff in public that would hasten his resignation.
And his son’s presidency really helped Poppy cover some of his own tracks.
