It's more than the backroom deals. US government policy has grown to force companies overseas. Why expend enormous sums on compliance and fines for environmental edicts, when you can relocate your company to other countries and avoid most environmental concerns completely? Why jump through labor hoops and run the risk of strikes and fines when you can relocate the company to other countries where no such protections exist. Hell, they may even permit you to employ their children.

It is economies of efficiencies that have been created by government that has forced manufacturing offshore. Environmental and labor arbitrage.
