You are the one being obtuse. Ford's action discards your contention that a person needs to be first charged with something to receive a pardon.

Ford's action is something I do not agree with by the way. But he did it anyway.

The Constitution also says you need to be a naturalized citizen to be president (with both parents as citizens as well). But we got Barack Obama anyhow, when it is pretty obvious to me he did not meet the requirements. Or we would not have all this secrecy surrounding his early life. If it were otherwise, the Democrats would have tripped over themselves to provide the documentation that would made those questioning it look stupid (including Trump himself).
