“A pardon is not immunity.”

I believe what a pardon means is any crimes covered by the pardon can not be prosecuted by the federal government. However, the Clinton Foundation violated dozens of laws and it can probably be sued by every state where it has conducted business and by countries such as Haiti. In Haiti a huge chunk of the US taxpayers dollars that were funneled through the Clinton Foundation (no conflict there) were syphoned to Foundation expenses. (The funds went first to the UN and after Hillary paid the UN a visit, they went into the Clinton Foundation.)

The IRS can get involved. Also, individuals can sue in civil court because Hillary’s acceptance of the pardon is, by established court opinion, an admission of guilt.

A pardon is a double-edged sword and it cuts both ways. She will not skate free.
