To be more specific, this resolution only directed relevant Senate committees to begin working toward ultimate ACA repeal and replacement. Once that's done and the Senate Republican leadership cobbles a bill together, the full Senate will vote on it and then send it to the House; any House changes will result in a conference committee of the two bodies resolving the differences to yield identical bills for both.
Once final passage in the full Senate and House occurs (Jan. 31, Feb. 28, Mar. 31???), the final bill goes to Trump for his signature and his administration's subsequent execution. Then the Democrats will begin suing in federal courts. So all three branches will play their parts (don't forget USSC CJ John Roberts).
