No, it can't. If the Bay Area and LA want to secede, fine. The rest of California is mostly red and includes a lot of excellent farmland that would greatly benefit from being freed of the coastal environmentalists. Most of California, geographically, is still Reagan country and there's no way the Bay Area/LA liberals should be allowed to steal it.
