With the incoming Trump administration wanting to repeal Obamacare, Rep. Nancy Pelosi tried defending how it was passed.
PELOSI: The Affordable Care Act was passed not under reconciliation when it first came to the Congress. So the main part of the bill House and Senate was not under reconciliation. But the bulk of the bill if you look back to the history of it the bulk of the bill was done on the 60-vote rule, not under reconciliation.

It was ‘bi-partisan’ vote, the conservative blue dog dems were bribed to vote for it and then they were eliminated at the next election, leaving them Dems as a pure leftist/socialist party. The total number of republicans who voted for it was ZERO

But by and large the whole process was done with the 60 votes hundreds of hearings, bipartisan, over and over again.
But that's just one small reference to bipartisanship.
It does look like the article or headline writer was trying to remake her remarks into something they weren't quite.
I don't know enough about the reconciliation process to understand how close or how far off the article and headline are from the actual exchange.
