And OUTSIDE trade regulations, import restrictions and import duties as levied by congress, EVERY US citizen, corporation or entity has the constitutional right to free, unrestricted trade with any foreign country.
The issue isn't constitutional, dork, it is economic.

Jim, It is ridiculous to think that any citizen/corporation has complete freedom to trade with another country. You do not have economic freedom with the rest of the world. As it should be. You DO have Constitutional right to totally duty free trade within the USA. But even with interstate commerce it is subject to regulation.

The economy, especially trade, is subject to the political whims(some call them laws) of the party in power. It has always been that way since the first boat carry cargo set out for a foreign shore.
