I always find that there are ways around this which would make the liberals go apoplectic. What I would suggest is since liberals are saying it isn’t about abortion, but about women’s health, Ryan and gang should say PP will continue to be funded as long as there isn’t an abortion element involved. Any PP can operate as an abortion clinic but they will not be funded with taxpayer money.

Let the rats decide whether they want abortion or women’s health issues addressed by PP.

I agree that it is a good approach for a rational discussion. The problem is that Democrats have certain dog whistle defined terms. Women's Health has been defined as abortion services. You can say that PP can provide women's health services, but they will say you are not if you ban abortion.
