The wall can only be a fence in some areas. The area surrounding the Big Bend National Park in Texas is one of those places. The Rio Grand is the divider, but there are 1,000 foot rocky cliffs on either side.

That place has been challenging for them to cross, but some continue to make it through in the winter months when it’s under 100 degrees.

It CAN, but for the symbolic value. Make it a wall, just not as industrial strength.
