Why not just build a plant right near the border in Texas? Plenty of cheap labor.
Probably the skillset of the workers plus they already have plants in MI (they’d have to build from scratch in TX).

There is very little manufacturing infrastructure support in Texas.
There’s tons of it in the rust belt.
