A vote of the population of the people in Puerto Rico which has already passed.

A proposed state constitution that does not conflict with the United States Constitution.

A vote of the House and Senate.

The signature of the president.

The signature of the President is not required for the approval by the Congress of an application for Statehood. The Congress has exclusive power in this regard, Statehood can not be Vetoed...
