Random drug testing should be the norm for all government
employees and politicians.
At all levels, from the top down.
From the President of the United States to the newest hired janitor at the most remote US facility in the world.
Everybody who holds a government or government contractor job; and not just random, every 2 months, with random thrown in to scare the shit out of the chippies.
How many do you think would get caught at State or DOD?
How many in the EPA or Department of Education?
How many at FDA or NASA?
How many at DOJ or FBI?
Pick any alphabet soup department, and I would bet at least 15% are dirty.
