Utah could not become a State until they got rid of polygamy which they did, and that is the only thing they had to do to become a State.
I don't see where National Monuments have anything to do with that...

The Feds have only 17 responsibilities spelled out in the Constitution. They haven’t the right appropriate, without ascension, lands from the states.
