Good question. Maybe by the letter of U.S. law it does? I doubt the UN cares. As long as it passes the UNSC vote, that's all that matters, or, as you say, Obama/Kerry write it, then have some POS country send it forward. We "abstain" and it passes, never to be undone due to the makeup and rules of the UNSC.
