If a 10% import tariff is good economic policy, why not make it 50%? Or 200%?If income taxes are better than tariffs why not make the top marginal rate 90%?

If income taxes are better than tariffs why not make the top marginal rate 90%? Income taxes and tariffs have the same economic impact. They transfer wealth from the private sector to government.
