Back in the day, I was taught that the 3/5ths rule was imposed as a kind of punishment on the slave states, i.e., "if the slaves don't have full rights as citizens, you can't fully count them as citizens for the electoral college." Now, it is often falsely taught - or believed - that the 3/5ths rule meant that slaves were only 3/5ths human. Also note that the rule applied only to slaves, not to free blacks.
