Navy leaders are reversing their controversial decision to eliminate sailors ratings and will restore job titles across the fleet, according to a Navy message set for release Wednesday.
Effective immediately, enlisted sailors will officially regain their ratings, the traditional job titles that have inspired a deep cultural loyalty and that have defined enlisted career tracks for generations, Navy officials said.
The move comes three months after the Navy stunned sailors around the world in September by eliminated ratings titles, including those such as boatswains mate that dated back to the founding of the service.
The extraordinarily rare move comes after a fierce backlash from the fleet that became a distraction from the Navy's broader effort to reform the antiquated personnel system, Navy officials said.

Despite his MANY faults as POTUS even Jimmy Carter understood restoring tradition in the Navy boosted morale. His administration brought back the Bosun Whistles, Crackerjacks, and other traditions. The first Bosuns whistle I heard was from a ship in Norfolk naval shipyards in 1978 and within a few days {for re-training I’m assuming} they were used on my ship. I’ve seen a picture related to this story and the sailors {junior NCO’s E-4 & E-5} are wearing khakis with an Army type cover and Crows on their collars. WTH is that another Obama administration stupid idea?

I can explain it as I was an Army NG after I got out and Army ranks confused me because in the Navy as E-4 I was a NCO all E-4 - E-9 in the Navy are Petty Officers. Rank E-7 is Chief Petty Officer, E-8 is Senior Chief, and E-9 being Master Chief Petty officer.
When identifying yourself to others or in paper work you use you rating {MOS abbreviation being two or three letters followed by rank. For example MM3 Jones is Machinist Mate Third Class Jones. Third Class meaning Third Class Petty Officer the most junior NCO. A first class Petty Officer is E-6.
In the E-3 and below ranks can be in one of three Apprentice Groups falling under Seaman which is deck crew, electronics, cooks, yeoman, personalman, etc. Airman covers all involved directly with aircraft operations. Fireman covers the Engineering Department meaning propulsion and it's auxiliaries. I was an Army NG at rank of E-4 Spec 4 with no MOS. I was in a Howitzer Battery and drove the ammo truck. It was a one year enlistment.
One last thing. In our dress blues or whites we can tell our Rating {MOS} by looking at the persons left shoulder. The rank will have a symbol as to their rating. Mine was a propeller meaning Machinist Mate with an Eagle above it and red V below it.

I am a former infantryman and I weep when I think what our fighting force has become. It’s a PC nightmare and I will not recommend it to anyone at this stage.

It would be difficult and I don't see how it's working actually. I don't think it really is as some critical operations would have to be modified {meaning operational times increased}. Fire Bell, General Quarters, and Man Overboard, when I was in often resulted in men running out of showers if after working hours and going to their assigned stations. Some berthing areas are also main passageways all must use in certain parts of many ships including carriers.
Fire bell meant only Fire Dept responded but they would be dressing while running to the fire if after work hours and Taps. I know because I did it. Seconds count in fire response.
General Quarters means go to battle stations and you had tops less than 5 minutes on a carrier for all 5000 persons to do that. If after hours that also meant dressing while running to your GQ Station. After that time Zebra was to be set meaning a closing of all hatches and scuttles and it had to be done ASAP for damage control. Once closed it was to stay closed unless permission to open the hatch for any reason was given by the ships Damage Control Assistant.
Man Overboard Whistle was a no exception in person verified sighting muster in your work center. If you were in the shower you wrapped with a towel or if in the rack in your Fruit of The Looms and went to the person on watch or your work center supervisor a senior NCO for a visual muster. It was highly important to find out ASAP who was over the side in the water or if it was a mistake. Lives were at risk including the man overboard teams responding. It told the man overboard team from what side of the ship a person fell from, what place, and very important what color of uniform they had on and any water survival gear. Seconds mattered.
Now can any reasonable person explain to me how these critical operations response times were not increased due to coed ships? A ship is a war machine. It's needs and it's mission must come first. It is not a suitable place for social engineering nor adding tensions as there is plenty enough stress without involving the interactions of men and women. I do not believe in coed combat ships. The ships military mission must take priority. I've seen men come to fist with each other at about the third month of a six month deployment due to deployment fatigue and the long hours.
Like you until some sanity is restored and all of the social engineering in all aspects is ended I can not in good conscience encourage anyone to enlist. BTW don't ask don't tell didn't work either with gays nor would coed ships with heterosexuals. I would not want my daughters or grand daughters serving on a Navy combat ship in any capacity.

On ship sailors are berthed by division. We pretty much knew who was what. Petty officers wear a crow on their dress uniforms that shows their rate and specialty. As part of the “old” Navy that wore dungarees and chambray shirts I’m not familiar with the camo stuff which never made sense on a grey ship. Just as soldiers are called soldiers, sailors are called sailor or petty officer depending on rate.

While the Navy rate/rank battle seems small, it has a bearing on at least two of the four items you mention because getting the people part right will generally lead to success in operational areas. Remember "Good to Great"? Get the right people on the bus and the right people in the right seats on the bus while getting the wrong people off the bus. This is an excellent example and I bet we see more of it.
