+1. Anyone in the information security or network admin community should understand the insignificance of this. DHS probably dropped IP ranges for each state election system into a tool that conducts routine scans for vulnerabilities. They then would contact the state if they find a vulnerability. This is just their effort to be relevant though the sad reality is that they are not.
One does not “help” by breaking into someone’s house without permission and then telling them if you succeed.
