With an audit of reimbursed expenses, wouldn’t they be able to obtain a list of who went to which conferences, etc.? Then again, perhaps they all have their own Fed Gov’t credit cards and could be traced through those records.

Auditing reimbursed expenses, tracking govt. credit cards could be done, but a great deal more expense and work, and a lot slower than being given the list and checking it twice.
