Every Department and Agency should be audits as the first order of business. That is called good business practice whether in government or main street..
If you don't audit, you're responsible for anything that comes out later. They need to come into each agency with a team like they would use if they were taking over a bank. Lock the doors, turn off the computers, dismiss the employees except the ones to be interviewed that day, and get to it.
