Maybe he couldnt sleep and wanted to go for a walk. Yes, it is a bit odd and might attract the attention of the neighbors, but it is, or was, a free country. Who in their right mind would let a dementia patient take midnight strolls without supervision?

Early stages of dementia can mean a fair number of different things. If he was still living on his own, he let himself do it.

The article, if one bothers to read it, says that he was in the habit of taking late night walks to tire himself out. It doesn’t say he was institutionalized, or anywhere close to that.
