The headline is so misleading. Wanting it to be revenue neutral is why Trump and Paul Ryan are 5% away. Trump keeps saying 15% and Paul Ryan keeps saying 20%. They will work it out and it will be revenue neutral at 18%. Trump isn’t an idiot and he’s not an ideologue. They’ll get it as low as they can and it will pass with bi-partisan support. Stop posting “news” from this site
How about 15% and more spending cuts? Ryan knows the budget. He can do better than the ‘Penny plan’
