Absolutely true. My neighbor was convicted for selling heroin about two years ago. The cops told me he was the most prolific dealer in our city, which is in LA county. The judge gave him an eight year suspended sentence, since he probably didn’t consider the guy’s twenty three (23) previous convictions to be a predictor of potential future criminal activity. Oh, and did I forget to mention, he lives across the street from a middle school? He was back in about 3-4 months, and back to selling in about six. I put up an internet camera and gave the cops the password, he is gone again, but not for long.
