There are multiple courts issuing opinions. The Michigan Appeals Court rejected the recount. However the Federal appeals court upheld a federal judge's ruling that the recount must precede.

State, federal courts release dueling decisions in battle over Michigan presidential recount

The more I read the rulings: The first Federal Judge on Sunday ruled that the recount can proceed a few days earlier than MI Law. The Court of Appeals says that it must stop and the Canvassing Board should have stopped it. They meet tomorrow. If the agree, it’s over for now. Believe Stein will go to back to Federal Court and like you mentioned SCOTUS.

Just curious - if the recount is completed before a SCOTUS ruling is handed down, can the state then sue Stein for all costs incurred?
