The boxes/containers are sealed once counted. IF at the recount the box seal is broken, zipper busted, hole cut, or any way it looks like ballots could have slipped in then no, it will not stand. The box is uncountable.
But if the numbers do not match on election night, what makes that count accurate to begin with?
