This statement applies to a deadline arriving on December 13th, 2016, from the electoral college website:
"States must make final decisions in any controversies over the appointment of their electors at least six days before the meeting of the Electors [December 19th]. This is so their electoral votes will be presumed valid when presented to Congress."
What does this mean? Did it mean that any recount must be finished by the 13th, so as to assure that there are no "controversies" over the appointment of electors?
