Pittsburgh and surrounding counties are tiny in population compared to Philly and surrounding counties.
Like TN we have 2 lg counties Dem controlled crooked Memphis, and Nashville, which are just big cities of dems in Conservative small town counties, Shelby and Davidson, and they out vote the counties.
And we have voter ID, but you get your Voter’s registration through Motor Voter for the most part where proving you are a US Citizen is not checked, except if apply for a CCW permit.
