Where is that “comic” from?!

Those types of "comics" and messages were regulatory published in "The Black Panther" newspaper, art and graffiti. I believe they are the work of Emory Douglas, the Black Panther Minister of Culture. Google "Emory Douglass" for more info.

Note that leftists claim that these images were also published in the "Black Panther Coloring Book" which is alleged to be part of the FBI COINTELPRO program. Regardless of where that particular image originated, the message of "Off the Pig" was proudly owned and broadcast by the Black Panther Black Nationalist organization.
