What doesn’t add up is the fact that Trump received some absentee ballot votes too, which is glanced over in too many of these articles.
#2 this is for Philadelphia, which voted overwhelmingly for Hillary, so it isn’t a shock that the absentee ballots went that way as well.
It’s because the ratio of democrats to republicans in the area where the ballots were from is about 5-1.

I don't have the stats in front of me, but in PA Dems probably have a sizeble advantage in voter registration.
So it stands to reason they would probably have a somewhat proportional advantage in provisional ballots cast. USUALLY. Obviously this was an unusual year.
I'm not clicking on the leftist website to see if they're reporting on which districts have updated their totals. We might ultimately see a lot of provisional ballots coming in from western PA that are tallied for Trump. But I would expect those "new" votes to be scattered across counties, rather than coming in large blocs from the big city counties.
