That's what Trump did. In fact, all he really did for Carrier was to broker a deal between Carrier and the state of Indiana. And as leverage, he promised lower corporate taxes and a greatly reduced regulatory burden. Those are the "carrots" that he'll use to convince other corporations to stay once he's in office. But if he didn't act when he did on behalf of the Carrier employees, they'd have lost their jobs for sure.

Seems like it. Both Carrier’s parent company, United Technology and Ford, should be instead OR ALSO put on notice that they will not get any US government contracts if they shift work overseas. As the world’s largest contractor, that threat would give them serious pause to moving parts of their companies overseas. It is a threat that Trump should use.
