The purpose of the state is to pay off business it wants to keep, pick winners and losers, redistribute wealth etc etc...
I’ve said ad infinitum that I generally don’t like these deals. My dislike is motivated in part by principle (not wanting the state to pick winners and losers, etc.) but mostly by practicality: the vast majority of them are losers for the taxpayers. The Carrier deal seems to be a rare exception on the practicality side.
