Supposedly per the article absentee and provisional ballots being counted. How do they know these provisionAl ballot voters didn’t vote more than once? Didn’t know what a provisional ballot was so I pulled up this definition on a search: “A provisional ballot is used to record a vote when there are questions about a given voter’s eligibility. A provisional ballot would be cast when: The voter refuses to show a photo ID (in regions that require one) The voter’s name does not appear on the electoral roll for the given precinct.”

When it says provisional votes are added, it does not mean ALL of them but just the ones which can be verified as being correct and legal.
