Its not really. They don’t count provisional and some late arriving mail in unless the amount is higher than the remaining separation between the top candidates. Now that they are doing a recount they have added them in. They are now in. So that number should not grow.

This is why AP called the race for trump on wed morning, Nov 9th. They were aware there were not enough mail in and provisional ballots left to make enough of a difference to change the result even if every one of them went to Clinton (unlikely).

When the first results of the provisional and absentee ballots were reported Trump’s lead actually dropped to 46,000 but since some of the outlying (conservative) counties reported his lead actually went back up to 49,000+
