If a human looks at the ballot they can determine *intent* in the votes. So if the ballot is 100% Dem except for Trump, well they obviously intended to vote Clinton and must have mismarked it. lol
No, the intent rule is that if there’s one vote on a ballot for a democrat, the intent was to vote for Hillary.
