I say propose whoever wins the most counties in the state gets the electoral votes. Congress can go with districts, but the senate and the white house are done this way.
This way if there is cheating, it is limited to one county and doesn’t disenfranchise everyone else. If they want to have dead people vote in Cook County, knock yourselves out. It will only impact a single County.
Make this the focus of a Constitutional Convention and when the Democrats STB, say the option is voter ID.
I tend to agree about each county having a vote...but I would worry about Democrat governors taking populous democrat cities and counties and splitting them into multiple “counties”.
