We already have them, if you want to fly, enter a federal facility or other property, even drive a car.
A few states, including mine, are trying to buck the rule but the feds say fall in line or fall the hell out.
It does require a distinction appearance for licenses issued to people "where the identity of the applicant cannot be assured or for whom lawful presence is not determined." But, it doesn't prohibit them from being issued.
