I suggest that it has been Trump's intention all along to nominate General David Petraeus to be Secretary of State but he was confronted with the problem that General Petraeus was guilty of the very crimes he had repeatedly accused Hillary Clinton of in the campaign. How to square that circle?
Simple, trivialize the crimes of Hillary Clinton and speak about compassion and, if necessary, a pardon could be issued to clear Petraeus to qualify him and a pardon could be issued to Hillary Clinton to cover the pardon to Petraeus.

I agree with the first part of your premise, but don’t understand why Petraeus needs a pardon...

Obama and the democrats are not interested in pardoning Petreaus.
It is doubtful that Trump would tread water on selecting a Secretary of State until he takes office, or until Obama pardons people in the last week of his presidency.
I think his choice will be the mayor.
If you don’t indict her, how do you pardon her? As far as I’m concerned, indict her, convict her or take a plea, jail her for a time, and then pardon her, after her hair turns white and the botox wears off.
What happens to the sailor who took the wrong pictures? Does he flounder in prison while the Elites get a pass?

Certainly, one could be more cynical — the hypothetical pardon for Patraeus would serve as the quid pro quo for Hillary mitigating the inconvenient necessity of prosecution. But I’ll reserve such cynicism until after the regime change takes full effect.
