You’re correct. SOME non-citizens can vote in school elections, I understand. I don’t get it.

In some areas, if they pay local taxes, they can vote in local elections.

That is meaningless if they are also on any sort of welfare.

Unless their net payments exceed the public assistance they receive, they can do it in their home country.
