I just looked at the RCP list for the House of Representatives winners in 2016. The GOP would have 30 votes at least. Louisiana still has 2 undecided races, so the GOP could wind up with 31 votes.
This analysis is incorrect.
The majority of the electors appointed is the only text actually from the Constitution and not from some array of musings.
The elector total is NOT the sum of members of HoR and Senate because DC has no senators, but gets 3 electors.
The electors from a state are not appointed until there is a victory in that state, for the obvious and simple reason that different electors are APPOINTED based on who wins the state. If there is no win, there is no APPOINTED number, as in zero.
And so, failure of Wisconsin to complete their recount means the majority number is 528/2, not 538/2, because those 10 electors will NOT HAVE BEEN APPOINTED. There is nothing sacred about 270. The number was not 270 when there were only 49 states.
